Tilecache supports "TMS" tile urls as well as WMS urls.

In JOSM you can use the slippy map plugin. WIth the latest version of that plugin you set up a custom tile URLs by adding advanced preferences : slippymap.custom_tile_source_1.name=kibera slippymap.custom_tile_source_1.url=http://aerial.maps.jsintl.org/tilecache/tilecache.cgi/1.0.0/kibera/ ...and restart.

Didn't manage to get JOSM/WMSPlugin to fetch the imagery.

Health Facilities from WHO

1) All health facilities that have been submitted to WHO, are available to be downloaded, either through the WFS service (http://apps.who.int/tools/geoserver/) or alternatively, with metadata and linked shape files from the WHO Geonetwork node (http://apps.who.int/geonetwork/). This data could be incorporated somehow, probably using something like GPSBabel for conversion.
