Satellite imagery
purchased from EMap / Digital Globe
Tilecache supports "TMS" tile urls as well as WMS urls.
In JOSM you can use the slippy map plugin. WIth the latest version of that plugin you set up a custom tile URLs by adding advanced preferences : slippymap.custom_tile_source_1.name=kibera slippymap.custom_tile_source_1.url=http://aerial.maps.jsintl.org/tilecache/tilecache.cgi/1.0.0/kibera/ ...and restart.
Didn't manage to get JOSM/WMSPlugin to fetch the imagery.
This Potlatch URL also appears to work just fine: http://kibera.maps.jsintl.org/edit?lat=-1.316286&lon=36.77866&zoom=19&tileurl=http://aerial.maps.jsintl.org/tilecache/tilecache.cgi/1.0.0/kibera/!/!/!.png

Health Facilities from WHO
1) All health facilities that have been submitted to WHO, are available to be downloaded, either through the WFS service (http://apps.who.int/tools/geoserver/) or alternatively, with metadata and linked shape files from the WHO Geonetwork node (http://apps.who.int/geonetwork/). This data could be incorporated somehow, probably using something like GPSBabel for conversion.
